Reusing - is it abusing?

Used once, this is a character description, part of a response to prompt #27 for the regrettably and undeservedly under-read MuDSpots 
I liked it when the words came to me, not entirely without effort - such descriptions are not part of my every-day writing - as I rejoice and wallow, soak up and deeply drink of them in others’ writings.    And while I know that the joy of writing (like other things) is to be found in expanding and exercising and finding ever-new combinations, I wonder whether, and if so where and when and how many other times, it is permissible to reuse such felicitous phrases?
My gut feeling is ’Not ever – think again’, especially because I have been irritated at finding repetitions in other writer’s works, have thought it lazy.
But when it’s just a blog-post, and not enough have seen to truly appreciate?
